Regular Public Meeting

Present: Commissioners Duane Nygaard, Presiding Officer and Gary Macdonald; Lindsey McNabb, Administrative Assistant; Casey Burke, Roosevelt County Planning; John Plestina, Herald News; Bill Juve.

Minutes:

Minutes for Special Administrative Session of August 18, 2015

A motion was made by Gary to approve the minutes for the Special Administrative Session of August 18, 2015, seconded by Duane.  Passed

Minutes for Road Department Union Negotiations of August 24, 2015

A motion was made by Gary to approve the minutes for the Road Department Union Negotiations of August 24, 2015, seconded by Duane.  Passed

Minutes for Regular Public Meeting of August 25, 2015

A motion was made by Gary to approve the minutes for the Regular Public Meeting of August 25, 2015, seconded by Duane.  Passed

Public Comment:

Bill Juve asked about the schedule date for plans on the Rodeo Road project.  Duane stated this week and there is no deadline. Duane stated that Interstate Engineering has inspected it and draw out the plans.  Bill Juve asked why the County hired Interstate Engineering to do the plans.  Duane stated that Commissioners have talked with Richland County and they suggested to hire an engineer company for the project, the County Commissioners are not qualified enough to do the plans by themselves.

Administrative Issues:

Resignation from Health Department Employee of Michael Brown

A motion was made by Gary to approve Health Department employee Michael Brown’s resignation, seconded by Duane.  Passed

Discussion:

Commissioners would like to thank Michael for the excellent job as the Tobacco Coordinator.

Prairie View Preliminary Plat, Planning

A motion was made by Gary to approve the Prairie View Preliminary Plat, seconded by Duane.  Passed

IT request to purchase a replacement server for the Sheriff’s Office

A motion was made by Gary to approve IT department’s request to purchase a replacement server for the Sheriff’s Office in the amount of $4,539.93, seconded by Duane.  Passed

 

 

Interstate Engineering Pay Request and Change order for McCabe Road project

A motion was made by Gary to approve the pay request and change order for the McCabe Road project from Interstate Engineering, seconded by Duane.  Passed

Pay Raises:

Annual Pay Raise for Clerk of Court employee Laurie Evans

A motion was made by Gary to approve an annual raise for Clerk of Court employee Laurie Evans from 86% to 90% deputy, seconded by Duane. Passed

New Hire:

Natasha Kemp, Health Department

A motion was made by Gary to approve new hire of Natasha Kemp to the Health Department as the Tobacco Coordinator starting at Grade 2 Range 8, seconded by Duane.  Passed

Trisha Cranfield, 911

A motion was made by Gary to approve new hire of Trisha Cranfield to the 911 Department starting at Grade 1 Range 5, seconded by Duane.  Passed

Additional Administrative Issues:

Appoint Dennis Four Bear to the Health Board

A motion was made by Gary approve Dennis Four Bear to the Health Board, seconded by Duane.  Passed

Annual Pay Raise for Justice of the Peace employee Peggy Purvis

A motion was made by Gary to approve an annual raise for Justice of the Peace employee Peggy Purvis from Grade 3 Range 2 to Grade 3 Range 3, seconded by Duane.  Passed

September 4, 2015

Special Administrative Session

Present: Commissioners Duane Nygaard, Presiding Officer and Gary Macdonald; Lindsey McNabb, Administrative Session

A motion was made by Gary to go into Special Administrative Session, seconded by Duane.  Passed

Resolution 2016-4

A motion was made by Gary to approve Resolution 2016-4 for Directing the County Treasurer to Issue Tax Deeds and Directing County Clerk to provide notification, seconded by Duane.  Passed

RESOLUTION 2016-4

RESOLUTION DIRECTING THE COUNTY TREASUREER TO ISSUE TAX DEEDS AND DIRECTING COUNTY CLERK TO PROVIDE NOTIFICATION

            WHEREAS, pursuant to 15-18-211, M.C.A., the County Treasurer may not issue tax deeds to the county (if the purchaser is the county and no assignment has been made) unless the Board of County Commissioners, by resolution, directs the County Treasurer to issue a tax deed; and,

            WHEREAS, the County Commissioners direct the County Treasurer to issue a tax deed or property, where the county is the purchaser and no assignment has been made, and on which the taxes have not been paid prior to issuance of the tax deed;

NOW, THEREFORE, BE IT RESOLVED:

  1. That the County Treasurer shall issue tax deeds to the county for that property where the county is the purchaser and no assignment has been made, as specifically described in attached Exhibit A, and on which property the taxes are not paid before issuance of tax deed.
  2. Prior to the issuance of tax deeds, the County Clerk shall comply with the notice requirements of 15-18-212, M.C.A.

Duane opened the Tax Deed Sale at 11:30 a.m.

Duane asked for a minimum bid of $4,260.15 for property number 1.  No bid. No sale.

Duane asked for a minimum bid of $5,000.00 for property number 2.  No bid.  No sale.

Duane asked for a minimum bid of $1,300.00 for property number 3. No bid.  No sale.

Duane asked for a minimum bid of $2,500.00 for property number 4.  Mr. Peterson bid $2,500.00.  Duane stated going once, going twice, sold to Mr. Peterson.

Duane closed the Tax deed sale.
